The town of Abernathy also reported a water system hack, and the towns of Lockney and Hale Center said hackers tried to breach their water infrastructure but did not succeed. Unlike how David was ready to take on Goliath, our most vulnerable critical infrastructure systems – including water infrastructure – are ill-prepared. The water attacks we’ve seen so far have not had serious consequences for the people they serve. According to the EPA, 90% of the nation’s community water systems are small, public systems bringing water to 10,000 or fewer customers. If we really want to help water utilities defend against cyber threats, we have to close the resource gap.

The average rate on the popular 30-year fixed mortgage crossed over 7% on April 1, according to Mortgage News Daily, and it just kept going. It now sits right around 7.5%, the highest level since mid-November of last year. Rates hit their highest level in a few decades last October, causing home sales to grind to a halt. Rates then fell through mid-January to the mid-6% range and held there into February, causing a surge in home sales. "Sales data over the next few months is likely to reflect the impact of now-higher mortgage rates."

The latest departure is David Bailin, chief investment officer for the global wealth division, who announced his departure on Monday. Sieg's mandate is to turn around the wealth business, which was barely profitable this past quarter. Sieg also plans to expand Citi's already successful wealth business in Asia. British techbio startup Qureight has secured $8.5 million in an oversubscribed Series A round. Launched in 2018, Qureight wants to simplify how pharma companies deal with the complex datasets often used during clinical trials. "For example, we can start to structure images of lungs using AI," said cofounder and CEO Muhunthan Thillai. The startup primarily works with pharmaceutical companies, including heavyweights such as AstraZeneca, as well as hospitals and clinical research organizations. Spring hasn't officially sprung yet, but the spring housing market already appears to be on the move despite stubbornly higher mortgage rates. Mortgage applications to purchase a home increased 11% last week compared with the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. There were 14.8% more homes actively for sale in February compared with the same time last year, according to Realtor.com. Notably, homes priced in the $200,000 to $350,000 range grew by 25% from a year ago, outpacing all other price categories. There are very few borrowers today with rates that are high enough to benefit from a refinance.

Most people think of endangered languages as far-flung or exotic, the opposite of cosmopolitan. All told, there are more endangered languages in and around New York City than have ever existed anywhere else, says Perlin, who has spent 11 years trying to document them. She has published children’s books in Wakhi and other endangered languages of the Pamir mountains in Central Asia. By the start of the pandemic, the city had begun official outreach in nine Indigenous languages and recorded videos in several other endangered languages. We cross-referenced E.L.A.’s New York City language list with three independent databases that track the threat level of languages around the world: Ethnologue, which catalogs all known living languages in the world; UNESCO’s World Atlas of Languages, a survey of all the languages spoken in UNESCO member states; and the Endangered Languages Project, a site to which the public can contribute content, managed by the First Peoples’ Cultural Council and the Endangered Languages Catalogue (ELCat) project at the University of Hawaii at Manoa.

The national median price of rent for apartments ranging from studios to two-bedroom apartments fell 0.3% year-over-year to in January.
