CNN —A hacking group with ties to the Russian government is suspected of carrying out a cyberattack in January that caused a tank at a Texas water facility to overflow, experts from US cybersecurity firm Mandiant said Wednesday. Muleshoe officials replaced the hacked software system and took other steps to secure the network, Sanchez said. “Regulations have not required this low-hanging fruit to be addressed,” Serino told CNN. “I’ve never experienced this before but … we’re aware that those threats are out there,” Poling told CNN by phone. “The haphazardness is part of their pathological emphasis on psychological impact,” Dan Black, a Mandiant analyst, told CNN.

Citi's wealth unit has seen at least 11 senior execs exit since Merrill Lynch veteran Sieg joined in September. The latest departure is David Bailin, chief investment officer for the global wealth division, who announced his departure on Monday. Sieg's mandate is to turn around the wealth business, which was barely profitable this past quarter. Sieg also plans to expand Citi's already successful wealth business in Asia. British techbio startup Qureight has secured $8.5 million in an oversubscribed Series A round. Launched in 2018, Qureight wants to simplify how pharma companies deal with the complex datasets often used during clinical trials. "For example, we can start to structure images of lungs using AI," said cofounder and CEO Muhunthan Thillai. The startup primarily works with pharmaceutical companies, including heavyweights such as AstraZeneca, as well as hospitals and clinical research organizations. Science alone won’t stop the planet from overheating. But science coupled with political science just might. That’s the theme of a new book, “Long Problems: Climate Change and the Challenge of Governing Across Time.” It’s by Thomas Hale, an American political scientist who teaches at the University of Oxford’s Blavatnik School of Government. Hale argues that people are too quick to throw up their hands because the political will to stop climate change is lacking. He calls them, at one point, “political technologies,” a phrase I like.

The tools, called Heat Factor, Wind Factor, and Air Factor, are available starting Wednesday and can map out a neighborhood's risks of above-normal days on the heat index, chances of experiencing wind gusts over 50 mph, and days of poor air quality. Spring hasn't officially sprung yet, but the spring housing market already appears to be on the move despite stubbornly higher mortgage rates. Mortgage applications to purchase a home increased 11% last week compared with the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. There were 14.8% more homes actively for sale in February compared with the same time last year, according to Realtor.com. Notably, homes priced in the $200,000 to $350,000 range grew by 25% from a year ago, outpacing all other price categories. There are very few borrowers today with rates that are high enough to benefit from a refinance.

Most people think of endangered languages as far-flung or exotic, the opposite of cosmopolitan. All told, there are more endangered languages in and around New York City than have ever existed anywhere else, says Perlin, who has spent 11 years trying to document them. She has published children’s books in Wakhi and other endangered languages of the Pamir mountains in Central Asia. By the start of the pandemic, the city had begun official outreach in nine Indigenous languages and recorded videos in several other endangered languages. We cross-referenced E.L.A.’s New York City language list with three independent databases that track the threat level of languages around the world: Ethnologue, which catalogs all known living languages in the world; UNESCO’s World Atlas of Languages, a survey of all the languages spoken in UNESCO member states; and the Endangered Languages Project, a site to which the public can contribute content, managed by the First Peoples’ Cultural Council and the Endangered Languages Catalogue (ELCat) project at the University of Hawaii at Manoa.

The national median price of rent for apartments ranging from studios to two-bedroom apartments fell 0.3% year-over-year to in January. Still, prices are over 18% higher than pre-pandemic levels, due to continued strong demand and limited supply in some markets. The national median rent for a two-bedroom apartment was $1,892 in January, down 0.6%, while rent for a one-bedroom was essentially flat at $1,591. Still, even with the uptick, Chicago’s median rent of $1,852 is almost $1,000 less than coastal big cities like New York at $2,844 and Los Angeles at $2,829. But the supply of new multifamily housing is growing, which helps to bring down rental prices, according to the report.
